Beatmap Titles in-game to be properly formatted and have custom colors and time of apperance editable

While I do not know how it is implemented on bancho (it's a serverside thing .. maybe???), titles in-game can be set at custom times and with custom colors, in very rare instances even with more than one title throughout the whole song.

While I do not know if there is any documentation on this (or if there's a way to ask any former/current BAT/BN on Bancho with knowledge on this), the only thing I do remember about this was the fact, that (according to ranking criteria from around 10 years ago) back then only BATs were able to customize the in-game title and they had to be contacted during the ranking process (or shortly after ranking)
